The one who ruled this street.

No, simply calling him the ruler of the street of chaos might not be enough.

The spirit that had established itself here was the Great Spirit of Light.

A spirit with the most noble disposition among spirits.

The spirit of light was literally the embodiment and spokesperson of light.

It was certainly astonishing for such a Great Spirit of Light to be situated in such a dirty street.

Memories related to the Great Spirit of Light were not entirely pleasant.
